VESSEL STANDARDS

The following are MINIMUMS for all 3 CATEGORIES of Vessels. In addition to the below, HCL will conduct Audits of the below and any ongoing Audits to confirm compliancy.



CERTIFICATION
  • A Current Transport Canada Inspection Certificate for operations in NC2 - Home Trade III.

  • Current Documentations as required by the Canada Shipping Act 2001 and the HSC 2000 as required.

  • A valid insurance certificate for the intended use of the vessel and port usage.

  • Officers & Crew to carry, at all times, current certificates & licenses.



PROGRAMS
  • A General In-House Training Program for all Officers, Crews & Shore Staff.

  • A stringent Initial AND Recurrent (every 6 Months) Training Program for all onboard Crew & Officers.

  • A Safety Management System.

  • An Environmental Program including Garbage Management & Oil Spill Response Plan.

  • An in-house dispatch program & vessel tracking program.

  • An in-house maintenance program & record keeping system.

  • A SOP (Standard Operating Procedures) and QRH (Quick Reference Handbook dealing with Normal, Abnormal & Emergency Procedures) to be implemented on each vessel.

  • An Onboard & Shore Side security program.



THE HUMAN EQUATION
  • For transits greater then the 1/2 Hour; onboard washroom facilities.

  • Seat Pitch not less then 32 inches.

  • Sufficient Cabin Heating and A/C or sufficient ventilation.

  • One Seat per Passenger (age 1 Year and older).

  • Lifejackets to be easily accessible.

  • Clear indication (in marketing or otherwise) if the Vessel can accommodate Special Needs Persons.

  • Crew Members to be treated with respect and Paid Industry Standard or better - Crew Member shall be motivated, willing & respectful to fellow crew, staff, operator & passengers.

  • Operators to promote for Staff/Crew AND Passengers a department where concerns or new ideas can be expressed AND addressed.



NAVIGATION & SAFETY
  • A functioning, approved & reliable Radar capable of 1/8 - 16 Miles minimum. On CAT 2 & 3 Vessels, two Radars of which one is of the Open Array type.

  • At least One dedicated (fixed) marine approved GPS/Chart Plotter with Up-To-Date CHS raster charts for the intended area of operation and alternate ports.

  • At lease One Other GPS for back-up.

  • For night operations - either a FLIR system or a high intensity lighting system illuminating forward of the vessel.

  • Routes to follow the Recommended Routing on a chart OR the Operator / Transport Canada approved routing. Alternate (approved) Routings to be made available.

  • A Man Overboard Light / Smoke Buoy to be placed on the Bridge (in addition to any Requirements).

  • Two Ship’s Whistle on all category vessels meeting COLREG Standards. At least one shall produce 130dB.

  • Safety Cards / Instructions in each Passenger Seat.

  • A designated Safety Officer during the Voyage (in addition to the Company Safety Officer.)

  • EACH crew member shall have his/her own reflective safety jacket to identify him/herself as a crew member during departures, arrivals & emergencies.

  • On CAT 1 Vessels at Night, Inclement Weather or Reduced Visibility Operations - One (additional & qualified) Crew Member on the Bridge dedicated to Watch Keeping Only.



COMMUNICATION
  • In addition to the required VHF onboard radios, two additional portable VHF radios.

  • An AIS (Class A) with Display.

  • An EPIRB.

  • Two P/A Systems on independent power sources capable of broadcasting throughout all areas of the Vessel.

  • Bull Horns for every 75 Passengers - PLUS one on the bridge. i.e. Two Minimum.

  • A Method of contacting dispatch (other then VHF) in all areas of operation during times of operations.
